Jesse McCoy

Jesse McCoy worked for ConocoPhillips (originally Phillips Petroleum) for 32 years, retiring in 2012. At ConocoPhillips, Jesse spent 15 years in the Hazardous Materials and Dangerous Goods field. His career primarily involved transportation and distribution functions including a tour as a pipeline safety coordinator. Jesse originally worked as a distribution analyst providing economics for truck, rail, pipeline and marine transportation projects. In 1991, he transferred to Phillips Petroleum’s hazmat transportation function where he developed and provided training for all U.S. based hazmat employees, along with analysis and comments to proposed and final DOT rules concerning the Hazardous Material and Motor Carrier Safety regulations. Jesse has a working knowledge of numerous regulations and codes including OSHA, EPA, NFPA, DOT, TSCA, IMO and individual State codes and regulations.

Along with developing and conducting DOT, IATA and IMDG training, his most recent responsibilities included providing transportation classification of all ConocoPhillips products for Material Safety Data Sheet transportation information. He served as the subject matter expert for Hazardous Materials / Dangerous Goods and Motor Carrier Safety issues, including providing comments to DOT rules, providing transportation and general safety auditing of COP facilities, and providing transportation guidance to business units for all modes of Hazardous Materials / Dangerous Goods and Motor Carrier Safety transportation – from small samples to bulk quantities. He was the member representative for ConocoPhillips at DGAC and also served as a DGAC board member.

Vaughn Arthur

Vaughn joined the DGAC staff in 1989 to provide administrative support for the training programs. He was named to the position of Director of Education and Training in 1991 and became DGAC’s principal classroom instructor in 1994. Vaughn took the helm as President of DGAC in December of 2011. Among his other duties he often represents DGAC at UN, ICAO, and IMO dangerous goods meetings.

Vaughn is a certified Dangerous Goods Safety Advisor (DGSA), has published articles in trade publications, and has contributed to course textbooks on hazardous materials transportation. In addition to training courses and conference presentations, he has been an invited lecturer at the International Maritime Academy in Trieste, Italy and at PIRA, International in the UK. He resides near Washington, DC.
